It introduces harmonised basic rules to all types of plant reproductive material (such as freedom from harmful organisms and defects) while maintaining stricter rules for important plants marketed throughout the EU, e.g. listed plant species, the varieties of which have to undergo tests for distinctness, uniformity and stability and certification and inspections for marketing.

1.8.1. For each test the impactor shall be fitted with new foam cut from one of up to four consecutive sheets of Confor™ foam flesh material, or equivalent, produced from the same batch of manufacture (cut from one block or bun of foam), provided that foam from one of these sheets was used in the dynamic certification test and the individual weights of these sheets are within ±2 % of the weight of the sheet used in the certification test.
1.8.1. 1. Applicants shall have passed an examination testing their professional knowledge and competence relating to the rolling stock for which the certificate is sought. This examination shall cover at least the general subjects listed in Annex V.

As from the dates mentioned in Annex I, column 5, at the latest, flocks and herds of origin of the species listed in column 2 shall be tested for the zoonoses and zoonotic agents listed in column 1 prior to any dispatching of the live animals, or hatching eggs, from the food business of origin. The date and the result of testing shall be included in the relevant health certificates provided for in Community legislation.

| 1.The procedures for designating conformity assessment bodies will be consistent with the principles and procedures set out in the Annex to this Agreement.2.The following procedures are deemed to be consistent with those set out in the Annex to this Agreement:(a)Certification bodies:accredited by accreditation bodies which are signatories to the European cooperation for Accreditation (EA) Multilateral Agreement (MLA) for certification of products,members of the Worldwide System for Conformity Testing and Certification of Electrotechnical Equipment and Components (IECEE) CB Scheme,accredited by an accreditation body with which JAS-ANZ has a mutual recognition agreement, orable to demonstrate competence by other means in accordance with Section A and B of the Annex to this Agreement (b)Testing laboratories:accredited by accreditation bodies which are signatories to the EA MLA for calibration and testing laboratories,recognised within the IECEE CB Scheme, orable to demonstrate competence by other means in accordance with Section A and B of the Annex to this Agreement.Pursuant to point 5.2 of Section IV, designation for high-risk devices listed in point 5.1 of that Section will occur on the basis of a confidence-building programme.
