Notes the positive conclusion of the negotiations on the EU-Central America Association Agreement which, as a first example of a region-to-region agreement, should contribute, with appropriate accompanying policies, to enhancing not only wealth but also the further integration of Central American countries; takes note of the decision by Panama to begin the process of accession to the Central American Economic Integration Subsystem;

The Agreement is supplemented by three additional agreements: the Science and Technology Agreement, and the Wine and Spirits Agreements.

This will be addressed through international outgoing fellowships (with an in-built mandatory return phase); international incoming fellowships; and partnerships to support the exchange of researchers. Common initiatives between European organisations and organisations from countries neighbouring the EU and countries with which the EU has a Science and Technology agreement will also be supported.

(27) Whereas Community undertakings should benefit fully from international trade agreements such as agreements signed within the World Trade Organisation (WTO), including those relating to tariffs, such as in the Information Technology Agreement, and from the Istanbul Convention on the elimination of customs duties on personal effects and professional equipment and have effective market access under the specific terms and conditions, including national treatment, binding on the member countries of the WTO; whereas the Commission may take all necessary actions to implement international agreements; whereas these may need to be supplemented by specific bilateral or multilateral agreements and negotiations which the Commission may start on the basis of mandates from the Council;
(27) Overwegende dat de ondernemingen in de Gemeenschap ten volle baat dienen te hebben bij internationale handelsovereenkomsten, zoals de overeenkomsten die worden getekend in het kader van de Wereldhandelsorganisatie (WTO), waaronder tariefovereenkomsten zoals de overeenkomst inzake informatietechnologie, en bij de Overeenkomst van Istanbul inzake de opheffing van douanerechten over persoonlijke eigendom en professionele apparatuur, en daadwerkelijke markttoegang dienen te hebben onder de specifieke voorwaarden, met inbegrip van nationale behandeling, die voor de lidstaten van de WTO bindend zijn; dat de Commissie alle noodzakelijke maatregelen mag treffen om internationale overeenkomsten ten uitvoer te leggen; dat deze wellicht moeten worden aangevuld met specifieke bilaterale of multilaterale overeenkomsten en onderhandelingen die de Commissie mag aangaan op basis van een mandaat van de Raad;
