Definition: Reliance on some non-living object as a stimulus for sexual arousal and sexual gratification. Many fetishes are extensions of the human body, such as articles of clothing or footwear. The EU textile, clothing and leather industry has undergone structural change for over 20 years. Technological developments, combined with traditional strengths in design and quality also find their way into large consumer markets beyond the sector, such as outdoor sportswear; luxury products, or footwear.

Among the affected regions were Valencia and Catalonia in Spain, and the south west region of the Czech Republic. There were also significant job losses in the footwear industry, for example in the French region of Pas de Loire and the Hungarian region of Western Transdanubia.

The aim of those investigations is to establish whether the imports in question are dumped and have had a negative impact on the economic situation of the Community footwear industry. Whereas it is in the interests of both consumers and the footwear industry to introduce a system reducing the risk of fraud by indicating the exact nature of the materials used in the main components of footwear;

A. whereas the political crisis involving Russia and Ukraine, and the effect of this on relations with the European Union and the United States, led to a slowdown in orders in the footwear industry, among others, in 2014; and whereas according to a survey by the Italian shoemakers’ organisation Assocalzaturifici of data from the Italian statistics agency (Istat), footwear exports to the Commonwealth of Independent States (CIS) fell by 19.4 % in value in the first half of 2014 (from EUR 405.29 million to EUR 326.59 million) and by 17.7 % in volume (from 5.6 million to 4.6 million pairs) as against 2013;
