Emphasises that the EU should give its full support to countries that have dislodged authoritarian regimes and are undergoing a transition to democracy by supporting civil society as a crucial actor in advocating the rule of law, accountability and transparency and in promoting social movements for political change and participation; recalls that the police, the military and the judiciary are often used as mechanisms to perform systematic violations of human rights; stresses, therefore, that institutional reform of these bodies needs to provide for greater accountability and transparency in transition processes;

Views reforming the security sector and combating impunity as essential tasks that should be commenced without delay, and considers that only once those tasks have been completed will it be possible to establish a viable state based on the rule of law and to embark on a process of national reconciliation; takes the view that transforming the police from a body focusing on public order and control into one focusing on protecting individuals and property is an essential part of the democratic transition process; calls, accordingly, for the reform process to be conducted in close cooperation with the civil society bodies working in this area;

E. whereas more than three months after the adoption of the UNSCRs 1970 and 1973, the Gaddafi regime remains in constant breach of its responsibility to protect Libyan citizens; whereas the European Union has still not recognized the Libyan Transitional National Council as the legitimate representative of the Libyan people, whereas the European Union did establish a representation in Benghazi as well as promoted contacts with the Transitional National Council; whereas the European Union is working closely with the UN Special Envoy for Libya as the focal point for the political transition process,

We therefore feel it is only right that the new Member States should fully enjoy the same support for their activities and that high levels of consumer protection should be promoted in all EU Member States. This is especially important in the new Member States in view of the amount of deregulation, privatisation and liberalisation that their economies have undergone in the so-called transition process to market economics and now that they have joined the Union there are hardly any consumer protection bodies.
Wij geloven dat de nieuwe lidstaten een zelfde steun behoren te ontvangen voor de activiteiten van genoemde entiteiten en verder dat we moeten streven naar een sterke consumentenbescherming in alle lidstaten van de EU. During the transition period a Notified Body is permitted to issue a certificate of conformity for a subsystem, even if some of the interoperability constituents incorporated within the subsystem are not covered by the relevant EC declarations of conformity and/or suitability for use according to this TSI, if the following three criteria are complied with:
