3. At trade fairs, exhibitions and demonstrations for the marketing of pyrotechnic articles, Member States shall not prevent the showing and use of pyrotechnic articles not in conformity with the provisions of this Directive, provided that a visible sign clearly indicates the name and date of the trade fair, exhibition or demonstration in question and the non-conformity and non-availability for sale of the articles until brought into conformity by the manufacturer, where such manufacturer is established within the Community, or by the importer.

In view of the status of the region of Sardinia as a disadvantaged area eligible for exemption under Article 92(3)(a) of the EEC Treaty, the Commission has deemed the measures to be compatible with the common market under that Article since the aid is intended to promote the economic development of the area and is aimed at small and medium-sized firms, since the credits involved are small and since banks are to cover part of the risk.
