Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Calls, further, for all the conventions and other binding legal acts adopted to date by the United Nations, the Council of Europe and the EU which provide for measures to combat organized crime to be ratified by the Member States as speedily as possible, where this has not yet happened, and at any rate no later than the end of 1998, and implemented fully and effectively by the competent authorities; calls for these conventions and other legal acts also to be ratified and fully and effectively implemented by the applicant countries before their accession, and for these countries to be involved straight away in the elaboration and application of further counter-measures;

In these discussions, the Community institutions and the Member States should focus their attention above all on the following points: (1) managing the Community rules in a spirit of partnership, while preserving the Commission's institutional role; (2) monitoring operation of the rules. The Member States will have to comment on whether it would be desirable to set up a network of contact points and to create new frameworks for consulting the business community; (3) organizing the partnership with the Member States. Partnership between the Commission and the Member States in the single market field must be given concrete expression, and a number of measures are under consideration to that end; (4) ensuring that the Community rules are transparent. This is one of the Commission's prime responsibilities in carrying out its legislative work, but it also involves the other institutions; (5) preventing the emergence of trade barriers, which involves, among other things, streamlining existing notification procedures and applying the principle of mutual recognition more extensively. Steps will also have to be taken to avoid market fragmentation as a result of new constraints, in the health or environmental field, for example; (6) achieving greater consistency between the Commission's information and communication policy and those pursued by the Member States.
