3. Following the mid-term evaluation referred to in Article 27(1), the European Parliament and the Council may, upon a proposal by the Commission, transfer appropriations between the transport, telecommunications and energy sectors of the allocation set out in paragraph 1, with the exception of the amount of EUR 11 305 500 000 transferred from the Cohesion Fund to finance transport sector projects in the Cohesion Fund-eligible Member States.
3. Na de in artikel 27, lid 1, bedoelde tussentijdse evaluatie kunnen het Europees Parlement en de Raad op voorstel van de Commissie kredieten van de in lid 1 vastgestelde toewijzing overdragen tussen de vervoer-, telecommunicatie- en energiesectoren, met uitzondering van het bedrag van 11 305 500 000 EUR dat uit het Cohesiefonds is overgedragen om projecten in de sector vervoer te financieren in lidstaten die in aanmerking komen voor het Cohesiefonds.

The EFSI should therefore support strategic investments such as, but not limited to, projects of common interest which aim to complete the internal market in the transport, telecommunications and energy infrastructure sectors, including transport and energy interconnections, and digital infrastructure; to expand renewable energy and energy and resource efficiency; to develop and modernise the energy sector in accordance with the Energy Union priorities, including security of energy supply; and to contribute to the sustainable development of those sectors and exploit potential synergies between them.

Regulation (EU) No 1316/2013 of the European Parliament and of the Council (4) determines the conditions, methods and procedures for providing Union financial assistance to trans-European networks in the sectors of transport, telecommunications and energy infrastructures.
