G. whereas all RPAS rules in place in Europe are tailored to assessing the safety risk of the operation; whereas such RPAS rules are ‘operator centric’ and do not take the ‘aircraft centric’ approach used in manned aviation; whereas the risk depends not only on the type of machine and its characteristics (weight, speed, etc.), but also on additional factors, such as the area overflown, the altitude, the expertise of the operator and the particular type of operation and the ability of the operator to deal with unforeseen circumstances;

To allow for a gradual adjustment of their current system of rules and practices to the provisions of this Regulation, the Member States should, during a transitional period until 31 December 2014, be able to provide for derogations regarding the types of coin-processing machines to be used for the authentication of euro coins and for the number of those machines to be checked annually.
Om een geleidelijke aanpassing van hun lopende regels en werkwijzen aan deze verordening mogelijk te maken, moeten de lidstaten in een overgangsperiode die loopt tot 31 december 2014, kunnen afwijken van het type muntsorteermachines dat voor de echtheidscontrole van euromunten te gebruiken is, en het aantal machines dat jaarlijks dient te worden gecontroleerd, kunnen bepalen.

(5a) In order to allow for a gradual adjustment of their current system of rules and practices to the provisions of this Regulation, the Member States should, during a transitional period of three years from 1 January 2012, be able to provide for derogations regarding the types of coin-processing machines to be used for the authentication of euro coins and for the number of these machines to be verified each year.

Since the very raison d’être for these machines has now been compromised by this legal advice – and I address this directly to Commissioner Barrot – is it not now time that the Commission ruled that the use of these types of scanner in the EU should not be allowed, since my constituents travelling anywhere in the Union should not be subject to this indecent and degrading treatment? I also call for a global ban on such technology in order to protect all EU citizens.
