The measures include the ban of imports of herring and mackerel from the Atlanto-Scandian stocks that has been caught under the control of the Faroe Islands as well as fishery products containing or made of such fish. The measures also include restrictions on the use of EU ports by vessels fishing for the herring and mackerel stocks under the control of the Faroe Islands.

Considers, therefore, that a targeted global system of food stocks (both emergency stocks to reduce hunger and stocks to be used to regulate commodity prices) would be beneficial, helping to facilitate world trade when price spikes occur, warding off recurring protectionism and easing the pressure on world food markets; considers that these stocks should be managed by a common body under the aegis of the United Nations, or by the FAO, and make full use of the experience amassed by the FAO and the UN World Food Programme; calls on the Commission as a matter of urgency to study and report to Parliament on the most effective way to achieve this; further calls on the Commission to play a leading role in advocating this targeted global food-stock system;

The Presidency and Commission compromise is generally in keeping with the Commission's original proposal, which sought to achieve exploitation of fishery resources on a sustainable basis by a proportional reduction in the fishing opportunities for all stocks reflecting the seriousness of the state of the individual categories, defined as stocks threatened by collapse, stocks associated with those threatened by collapse, other stocks, and regularly under-utilised stocks.

–the adjustment of fishing opportunities to the level of sustainable exploitation of the stocks; –the application of existing or future provisions in fisheries agreements stipulating that in the event of fishing opportunities available to Community shipowners being reduced, or in the event of a manifest under-utilization of these opportunities by Community shipowners, a corresponding adjustment in the financial compensation will be considered; –future and existing arrangements allowing for fishing possibilities to be transferred from one Member State to another Member State in case of under-utilization, without prejudice to the principle of relative stability; –the institutional means by which the flexibility sought can be achieved, in particular the role of the Joint Committees in that connection; (ii) to consider, against the background of the Community's commitment towards responsible and sustainable exploitation of fishery resources throughout the oceans of the world, how to improve the monitoring and inspection of the activities of the Community's fleets operating in the waters of third countries, without prejudice to the sovereign rights of those countries, to ensure compliance by Community operators with existing obligations, in particular as regards the declaration of catches; (iii) to endeavour, in cooperation with Member States and the third countries concerned, to develop scientific research with a view to improving and supplementing data on the state of stocks in third-country waters.

Proposals : - reduction of the ceiling on the maximum number of male cattle which can receive the male beef premium (new ceilings in annex) - obligation for all member States to make the calf processing scheme available which was introduced as part of the 1992 CAP reform but on a voluntary basis for member States (of course participation in the scheme would continue to be voluntary for producers) - reduction from 1.4 livestock units per hectare to 1.2 livestock units per hectare of the stocking rate limit which must be respected to benefit from the extensification premium of 36.23 ECU per head. This premium, which is paid only on male cattle or suckler cows, will be increased to 54 ECU where producers respect a stocking rate ceiling of 1 livestock unit per hectare. - introduction of a special intervention arrangement for light male cattle of 7 to 9 months of age less than 300 Kgs liveweight. - increase of the ceilings on intervention purchases established under CAP reform to 720,000 tonnes for 1996 and 500,000 tonnes for 1997. From 1998 it will remain at 350,000 tonnes as foreseen in the reform (these ceilings include estimated purchases into intervention of young bovines under the special intervention arrangements). - limitation of grant aid for on farm capital investment relating to beef production to capital expenditure on environmental protection, hygiene and animal welfare provided this does not lead to an increase in production capacity.
Voorstellen : - verlaging van het maximumaantal dieren waarvoor de premie voor mannelijke runderen mag worden toegekend (nieuwe aantallen in de bijlage) - de reeds bij de GLB-hervorming van 1992 ingevoerde, maar door de Lid- Staten facultatief toe te passen maatregel voor verwerking van kalveren, wordt verplicht gesteld voor iedere Lid-Staat (de producenten blijven vanzelfsprekend vrij om gebruik te maken van de maatregel of niet); - verscherping van de veebezettingsnorm van 1,4 tot 1,2 GVE/ha voor toekenning van de extensiveringspremie van 36,23 ecu per dier; deze premie, die alleen wordt betaald voor mannelijke runderen en zoogkoeien, wordt nog verhoogd tot 54 ecu als de veebezetting niet groter is dan 1 GVE/ha; - invoering van een speciale interventieregeling voor mannelijke runderen van 7 tot 9 maanden met een levend gewicht van niet meer dan 300 kg (lichte dieren); - verhoging van het bij de hervorming van het GLB vastgestelde maximum voor de interventie-aankopen tot 720 000 ton voor 1996 en 500 000 ton voor 1997; vanaf 1998 blijft het 350 000 ton, zoals bepaald bij de hervorming (deze maxima omvatten ook de verwachte aankoop van de zogenaamde lichte dieren in het kader van de speciale interventieregeling); - beperking van de investeringssteun voor rundveebedrijven tot de investeringen voor bescherming van het milieu, voor hygiëne en welzijn, op voorwaarde dat de produktiecapaciteit niet wordt vergroot; voor jonge landbouwers die zich vestigen, blijft steun voor investeringen in de produktie voor rundvlees beschikbaar voor zover bepaalde maxima voor de veebezetting niet worden overschreden.
