39. Welcomes the increased bilateral cooperation, as well as people-to-people contacts between the former Yugoslav Republic of Macedonia and Greece; notes with satisfaction that, since the adoption of Parliament's above-mentioned resolution of 12 July 2007, bilateral talks have been held in the region, under the auspices of the United Nations and assisted by Special Envoy Matthew Nimitz, with a view to finding a mutually acceptable solution to the difference that has arisen over the name of the country; notes the increased dynamics in the negotiations; calls on both sides to seize the opportunity to resume negotiations immediately in the light of the significant progress made recently and to reach a compromise solution, so that the issue does not continue to represent an obstacle to the former Yugoslav Republic of Macedonia's membership of international organisations, as provided for in the Interim Accord of 1995, which is still in force;

Secondly, I think that the United Nations Transitional Administration has discredited itself so much that it should be replaced there by a European civilian administration, which could be better controlled and which would – if it avoids the mistakes that UNMIK (United Nations Interim Administration Mission in Kosovo ) made – enjoy more respect.
Ten tweede denk ik dat het tijdelijk bestuur van de Verenigde Naties zich zover in diskrediet heeft gebracht dat het vervangen zou moeten worden door een Europees burgerlijk bestuur. Een bestuur dat beter gecontroleerd kan worden en meer respect krijgt als het de fouten van UNMIK vermijdt.

The European Union should support the efforts of the United Nations to assist the establishment of national and local institutions for representative governance, promote the protection of human rights, judicial and legal reform.
Het is wenselijk dat de Europese Unie steun verleent voor de inspanningen van de Verenigde Naties om bij te dragen tot de totstandkoming van nationale en lokale instellingen voor een representatief bestuur, de bevordering van de bescherming van de rechten van de mens alsmede gerechtelijke en wettelijke hervormingen.

6. Considers urgent the adoption and the implementation by the new Afghan Government of effective measures to promote women's condition in the country, individual freedoms and human rights; calls on the European Union and the United Nations to assist Afghanistan in carrying out those reforms;
