Stresses the need for appropriate attention to the various UN monitoring mechanisms and to the findings of the UN human-rights bodies, and suggests that their recommendations relevant to Member States be followed closely; points out the importance of the Universal Periodic Review (UPR) of the United Nations Human Rights Council; recommends cooperation with the Office of the High Commissioner for Human Rights and the office of the High Commissioner for Refugees of the United Nations; and welcomes the opening, in Brussels, of the first European Regional Office of the UN High Commissioner for Human Rights;

26. Regrets the non-binding character of UPR recommendations, which stems from the right that the UPR affords States to decide which recommendations they can accept; notes that in some cases, such as that of Sri Lanka, the percentage of accepted recommendations was low; considers, however, that not all recommendations may be valuable or in line with international human rights obligations; therefore considers that this shows that the UPR may prove not to be the most useful instrument in certain cases, and highlights the importance of independent monitoring mechanisms and findings in the UPR process by NGOs while maintaining UNCHR country mandates;
26. betreurt het niet bindende karakter van UPE-aanbevelingen, hetgeen voortvloeit uit het recht dat de UPE landen toekent om te beslissen welke aanbevelingen zij kunnen accepteren; merkt op dat het percentage geaccepteerde aanbevelingen in sommige gevallen, zoals dat van Sri Lanka, laag is; bedenkt evenwel dat niet alle aanbevelingen waardevol hoeven te zijn of in overeenstemming met internationale verplichtingen op het gebied van de mensenrechten; is daarom van mening dat hieruit blijkt dat de UPE in sommige gevallen wellicht niet het meest nuttige instrument is en onderstreept het belang van onafhankelijke monitoringmechanismen en bevindingen door NGO's in het UPE-proces, met handhaving van de landenmandaten van de UNHCR;

The Council calls on the membership of the HRC to respect the spirit of the June agreement, to ensure that UPR develops into a meaningful process.
