If the Council changes its Rules it will also be important to establish clearly how public meetings of the Council when legislating should work in practice and which issues should be discussed in the Council's public meetings, so as to prevent the real debate being transferred to informal meetings, the COREPER or even upward to the European Council, with the public meeting doing nothing more than rubber-stamp decisions already taken.
Indien de Raad zijn reglement wijzigt, is het tevens belangrijk om duidelijk vast te leggen hoe de openbare vergaderingen van de Raad in zijn wetgevende hoedanigheid praktisch in hun werk gaan en welke zaken in de openbare zittingen van de Raad dienen te worden besproken, teneinde aldus te voorkomen dat het eigenlijke debat naar informele zittingen wordt verplaatst, naar het Coreper of zelfs tot aan de Europese Raad toe, waarbij de openbare vergadering er dan alleen nog toe dient de reeds genomen besluiten pro forma te fiatteren.
