Enhancing the provision of satellite services in the Community The satellite services which are expected to profit extensively from the proposed framework are: - VSAT (Very Small Aperture Terminals) stations, based on business premises: networks of this kind can consist of thousands of satellite earth stations in various configurations, covering the whole of Europe and more, and are used for data-communications, corporate voice traffic, video conferencing, the transmission of training material etc; in Europe, the use of these networks is foreseen, for example, by the car-industries for communications between their headquarters and their retail outlets, by the oil-industries to connect petrol stations to central credit card verification facilities, and by hotel chains to rationalise common purchasing of supplies. The framework would allow the establishment of such networks with very few lincences: 1 COM(93)652 - satellite based, mobile data communications and fleet management systems, roadhaulage companies with long distance fleets are increasing their flexibility via the use of state-of-the art satellite communciations systems to determine the positions of their vehicles and provide them with the latest dispatch information, no matter where the vehicles are.

Enhancing the use of satellite services in the Community The amending directive intends to abolish restrictions in : - the provision of all satellite earth station equipment such as Very Small Aperture Terminal (VSAT) equipment for business networks, mobile satellite equipment, Satellite News Gathering units, Direct-to-Home television reception equipment etc, - the provision of satellite services over satellite business networks to allow e.g corporate voice services (not connected to the public switched network), . interactive data services from a central location to retail outlets . videotransmissions for the training of corporate staff located on various sites, . transmission of the content of a daily paper to remote printing locations - the provision of mobile satellite services to allow e.g. tracking of and communications with road haulage fleets or fisheries fleets, the monitoring of dangerous transports, satellite links to aircraft, etc.

4. New technologies that will lead us to the ubiquitous information society are already under development; the advent of ground-breaking technologies (such as, high-speed wireless networks, Radio Frequency Identification (RFID) Devices, sensor networks) and innovative, content-rich services (such as, Internet Protocol Television (IPTV), Voice over Internet Protocol (VoIP), mobile-TV and other mobile services) require adequate levels of network and information security from the very beginning of the development phase, in order to reach real commercial value; the early adoption of the new promising innovations is very important for the development of the information society and the competitiveness of Europe; governmental bodies and enterprises should adopt as soon as practicable secure, emerging new technologies and services in order to speed up their widespread adoption;
4.
