The EU further supports enhancing synergies with other regional initiatives such as the 5+5 Western Mediterranean Forum.

C. overwegende dat de landen van de EuroMed-zone in alle forums waaraan zij samen deelnemen (proces van Barcelona, 5+5 dialoog tussen de landen in het westen van de Middellandse Zee), alsook op multilateraal niveau, zoals in de VN, en in de contacten tussen de NAVO en de landen in het zuiden en het oosten van de Middellandse Zee moeten afspreken om actief samen te werken op het gebied van de veiligheid, de strijd tegen de illegale migratiestromen en het terrorisme,

39. Welcomes the proposal contained in the Valencia Action Plan for the creation of a Euro-Mediterranean Parliamentary Assembly, a proposal which was taken up at the recent meeting of the Euro-Mediterranean Parliamentary Forum in Bari, and calls for an urgent start to the work of the group of senior officials for the setting up of this new assembly, which is to address, as a matter of priority, democratisation and human rights issues and immigration and to tackle the still unresolved question of the Western Sahara; considers it necessary to continue the recent contacts the European Parliament has maintained with the Libyan authorities;
39. is ingenomen met het voorstel in het actieplan van Valencia tot oprichting van een Euromediterrane Parlementaire Vergadering, een voorstel dat door het Euromediterrane Parlementaire Forum op zijn recente vergadering te Bari aanvaard werd; verlangt dat er ten spoedigste werkgroepen van hoge ambtenaren worden opgericht met het oog op de oprichting van deze nieuwe parlementaire vergadering, die zich prioritair zal moeten bezig houden met vraagstukken in verband met democratisering, mensenrechten en immigratie en met de nog altijd niet opgeloste kwestie van de Westelijke Sahara; acht een voortzetting noodzakelijk van de contacten die het Europees Parlement recentelijk heeft aangeknoopt met de autoriteiten van Libië;

Suggests that to that end, and taking a lead from the recent changes to the Rules of Procedure of the ACP-EU Joint Parliamentary Assembly and from the "regional' restructuring of the Joint External Relations Service through the creation of the EuropeAid Directorate-General, structures for dialogue and discussion on a regional scale should be set up within the Euro-Mediterranean Parliamentary Forum; proposes that those structures should take the form of working parties which meet regularly, and that they should have as their main aim to assemble the members of parliament of all the parties to the conflict around one table; suggests that such working parties should have the option of holding regular hearings of representatives of civil society; proposes that one of them should focus on the question of Western Sahara, and another on the questions raised by immigration;
4. stelt voor dat daartoe, naar het voorbeeld van de recente wijziging van het reglement van de Paritaire Parlementaire Vergadering ACS-EU, alsook naar het voorbeeld van de "regionale" herstructurering van de Gemeenschappelijke Dienst voor de buitenlandse betrekkingen door de oprichting van het Directoraat-generaal Europaid, structuren voor dialoog en reflectie op regionale schaal worden gecreëerd binnen het parlementair Euro-mediterraan Forum; stelt voor dat deze structuren de vorm krijgen van regelmatig bijeenkomende werkgroepen en dat zij in de eerste plaats tot doel hebben parlementsleden van alle conflictlanden rond één tafel te krijgen; stelt voor deze werkgroepen in de gelegenheid te stellen regelmatig van gedachten te wisselen met vertegenwoordigers van maatschappelijke groeperingen; stelt voor dat één van deze werkgroepen daarvan zich bezig gaat houden met de kwestie van de Westelijke Sahara en dat een andere werkgroep zich buigt over immigratievraagstukken;

The "Fondation du Forum" has organized several gatherings in recent years bringing together countries from eastern, southern and western Europe. Two years ago in Athens a meeting was held on relations between countries bordering the Mediterranean and in 1993 a similar one took place at Crans Montana on relations between the European Union and the countries of Central and Eastern Europe.
