4. Contracts not relating to staff, signed by the WEU on behalf of the WEU Institute of Security Studies shall also be taken over by the Institute.

Believes furthermore that the effectiveness of the CESDP will be closely linked to improving the operation of the CFSP and that, for this purpose, the Union must also have the capacity not only to gather but also to analyse intelligence; notes that, under the decisions taken by the WEU Council on 13 November 2000, the Torrejon Satellite Centre and the WEU Security Studies Institute are to be transferred to the European Union in 2001 in the form of agencies; believes that, when that happens, the future role of these two bodies will need to be clearly defined to ensure not least that they work in support of the PPEWU, which will have to be provided with increased human resources to enable it completely to perform its planning and analysis tasks;
49. is bovendien van mening dat de doeltreffendheid van het GEVDB nauw samenhangt met een verbetering van de werking van het GBVB en dat de Unie hiertoe niet alleen het vermogen moet hebben om inlichtingen te verzamelen, maar ook om deze te analyseren; merkt op dat middels de besluiten die door de Raad van de WEU op 13 november 2000 zijn genomen het satellietcentrum in Torrejon en het Instituut voor veiligheidsstudies van de WEU in 2001 naar de Europese Unie worden overgeheveld in de vorm van agentschap; acht het noodzakelijk daarbij de toekomstige rol van deze beide organen nauwkeurig te omschrijven, zodat zij met name opereren ter ondersteuning van de Eenheid voor beleidsplanning, waarvan het personeelsbestand dient te worden uitgebreid zodat het haar planning- en analyse-opdracht volledig kan vervullen;

During our Presidency of the WEU, preparations for the process of transferring the Institute for Security Studies and the Satellite Centre of the WEU have also been started.
