Your Rapporteur, therefore, welcomes the Commission proposal introducing a requirement for equipping vehicles with an eCall in-vehicle system, which was presented together with the proposal on the deployment of the interoperable EU-wide eCall. The equipment with devices of indirect vision eliminating blind spots is compulsory for new HGV's. According to Dir. 2003/97/EC, the fitting of wide-angle mirrors (Class IV), close-proximity mirrors (Class V) or supplementary vision, for those vehicles of category N2 above 7.5 t and less 12 t and for all those of category N3 (above 12 t), is mandatory as from 26 January 2006 to any new vehicle type and from 26 January 2007 to any new vehicle.

The Recommendation is due to be followed by the adoption by the Commission of specifications for the upgrade of emergency call response centres (under the Intelligent Transport Systems Directive – 2010/40/EC) and a proposal for a Regulation to require eCall devices meeting the required technical specifications to be fitted to all new models of passenger cars and light vehicles from 2015 in order to obtain EU-wide type approval.
Na de aanbeveling zal de Commissie specificaties voor het upgraden van alarmcentrales vaststellen (overeenkomstig de richtlijn inzake intelligente vervoerssystemen – 2010/40/EU) en zal zij een voorstel indienen voor een verordening om de eCall-diensten te onderwerpen aan de technische specificaties waarmee alle nieuwe modellen van personenauto's en lichte voertuigen tegen 2015 moeten zijn uitgerust voor het verkrijgen van een EU-wijde goedkeuring.
