(2) In the context of its work to curb shadow banking, the Financial Stability Board (the FSB) and the European Systemic Risk Board (the ESRB) established by Regulation (EU) No 1092/2010 of the European Parliament and of the Council have identified the risks posed by securities financing transactions ("SFTs"). SFTs allow the build-up of leverage, pro-cyclicality and interconnectedness in the financial markets.
(2) In het kader van hun werkzaamheden om schaduwbankieren aan banden te leggen, hebben de Raad voor financiële stabiliteit (Financial Stability Board - FSB) en het Europees Comité voor systeemrisico's (European Systemic Risk Board - ESRB) vastgesteld bij Verordening (EU) nr. 1092/2010 van het Europees Parlement en de Raad onderzocht welke risico's effectenfinancieringstransacties (securities financing transactions - SFT's) inhouden.

The European Economic and Social Committee (EESC) considers it necessary to reiterate the importance of combating the shadow economy and undeclared work, to accompany and complement the work being done by the European Commission, specialised institutions such as Eurofound and other international organisations, not least the World Bank.
Het EESC wijst er andermaal op dat het van belang is de grijze economie en zwartwerk een halt toe te roepen zoals overigens ook door de Europese Commissie, gespecialiseerde instellingen als Eurofound en internationale organisaties als met name de Wereldbank wordt bepleit.

The shadow economy is not just a reaction to the perception that costs (especially for labour) are excessive, and so is not geared solely towards reducing production costs illicitly by means of tax and social insurance fraud. It is also the result of a desire to side-step working regulations and standards (minimum wage, maximum working hours, safety and certification).
De grijze economie is niet alleen te wijten aan de buitensporig geachte kosten (met name van arbeid) en is dus niet alleen gericht op een illegale vermindering van de productiekosten via belasting- of socialezekerheidsfraude, maar komt tevens voort uit de onwil om de wetgeving en de arbeidsnormen (minimumloon, maximumarbeidsduur, veiligheid, certificeringen) in acht te nemen.

The EESC therefore recommends addressing the problem of the methodology for estimating the scale and development of the shadow economy and undeclared work, which is as yet incomplete and fragmented, by applying a method based on workforce surveys carried out in the same way in all the Member States.
Aangezien de omvang en de ontwikkeling van de grijze economie en het zwartwerk tot dusver niet volledig kunnen worden ingeschat en er over deze schattingen ook onenigheid bestaat, stelt het EESC voor dit methodologische probleem op te lossen door zich te baseren op informatie over de beroepsbevolking die op uniforme wijze in alle lidstaten is verzameld.

For this reason, the EESC would underscore the need to launch a policy mix, to be differentiated for various regional, productive sector and employment types, so as to address the specific factors that fuel the shadow economy and undeclared work effectively, be they economic, cultural or social.
Het EESC blijft er daarom op hameren dat moet worden voorzien in een gediversifieerde mix van bestrijdingsmaatregelen — afgestemd op de verschillende regio's, de verschillende productiesectoren en de verschillende soorten activiteiten — teneinde een doeltreffende aanpak te verzekeren van de specifieke factoren die de grijze economie en het zwartwerk in stand houden en die niet alleen van economische maar ook van culturele en sociale aard zijn.

The Basel Committee on Banking Supervision (BCBS) will work on how to further regulate the interaction between banks and shadow banking entities; the International Organization of Securities Commissions (IOSCO) will work on regulation to mitigate the systemic risks (including run-type risks) of Money Market Funds (MMFs); IOSCO, with the help of the BCBS, will carry out an evaluation of existing securitisation requirements; an FSB subgroup will examine the regulation of other shadow banking entities and another FSB subgroup will work on securities lending and repos.

Fortunately, after the work between the shadow rapporteurs and excellent cooperation, as well as the good work by the Commissioner and the Belgian Presidency, we came to an acceptable solution that now works and which keeps markets open, increases transparency and ensures that European investors can continue to invest in markets outside the EU. We have to keep a watchful eye on the role of ESMA to make sure it does not block access to non-EU funds, but overall, we have come up with a compromise that is acceptable across the House.
Gelukkig zijn wij dankzij de uitstekende samenwerking tussen de schaduwrapporteurs en het goede werk van de commissaris en het Belgische voorzitterschap tot een voor iedereen aanvaardbaar compromisvoorstel gekomen, dat markten openhoudt, de transparantie vergroot en garandeert dat Europese investeerders kunnen blijven investeren in markten buiten de EU. Wij moeten de EAEM goed in de gaten blijven houden, om er zeker van te zijn dat zij niet de toegang blokkeert tot niet-EU-fondsen.
