The Working Party on Social Questions has already discussed this proposal twice under the Belgian Presidency; further meetings are planned, and I do not, for one second, doubt that if this issue is not resolved under the Belgian Presidency, the next Presidency, which will be Hungarian, will make every effort to conclude this debate.

With this backdrop in mind, the Portuguese Presidency has intensified discussion of the proposal for a Directive on passenger car related taxes [COM(2005)0261 ] in the Working Party on Tax Questions and has presented a compromise text that gives Member States more flexibility, namely in choosing the environmental performance criteria to be used as a basis for tax differentiation (grams of CO2 per kilometre, fuel consumption or other aspects that may help cut emissions).

The purpose of these Internal Regulations is to govern the reciprocal relations between National Insurers' Bureaux thereby enforcing the provisions of Recommendation No 5 adopted on 25 January 1949 by the Working Party on Road Transport of the Inland Transport Committee of the European Economic Commission of the United Nations, superseded by Annex 2 of the Consolidated Resolution on the Facilitation of Road Transport (RE4) adopted by the Working Party at its 74th session held on 25 to 29 June 1984, in its current version (hereinafter called recommendation No 5).
