Calls on the Member States and their regional authorities to promote more dynamic forms of participatory governance as a way of implementing common territorial development projects able to cover all economic sectors, including tourism and, within the farming sector, the food and non-food industries, such as regional supply chain projects (concerning short supply chains, food chains, local slaughterhouses, methane production from agricultural biomass projects, green chemistry, bio-based materials, etc), with a particular focus on micro-businesses and new start-ups, on the basis of the gradual recognition of the identity of each territory, as defined and informed by its heritage; notes that these forms of governance are based on complex partnerships between actors and bodies, whose work may be coordinated around the concept of territorial excellence branding; therefore, calls on the Member States to create a platform for sharing best practice, using in particular the tools provided by the LEADER approach to rural development programmes;

A. whereas, given the importance of the historical and cultural links, the Trade Agreement between the European Union and Colombia and Peru aims to open markets for, inter alia, goods, services, government procurement and investment and to promote economic integration between the parties and comprehensive economic development with the objective of reducing poverty, creating new employment opportunities, improving working conditions and raising living standards by liberalising and expanding trade and investment between their territories, as well as encouraging a commitment to implement the Trade Agreement in accordance with the objective of sustainable development, including the promotion of economic progress, respect for labour rights and protection of the environment, in accordance with the international commitments adopted by the parties;

The Parties acknowledge the importance of social development, which must go hand in hand with economic development and agree to give priority to employment, housing and human settlements in accordance with their respective policies and constitutional provisions, as well as the promotion of the fundamental principles and rights at work identified by the International Labour Organization's conventions, the so-called Core Labour Standards.

promoting excellence in vocational education and training in cooperation with the social partners, for instance by developing quality-assured VET systems with a strong work-based learning component, by considering the development of short-cycle post-secondary or tertiary qualifications, in accordance with the EQF or linked to the first cycle in the context of the Bologna Process, and focused on potential growth areas or areas with skills shortages, and by aligning VET policies with national, regional or local economic development strategies;

Recognises that, in times of demographic change and other processes affecting the EU as a whole, the Roma population, which has been part of our common heritage for centuries and is the largest ethnic minority in the EU, should be given incentives through good quality education, decent housing and job opportunities to fully integrate into the work place and contribute to smart, sustainable and inclusive economic development as foreseen in the EU 2020 strategy, in particular in the ‘European Platform against Poverty’ initiative; takes the view that social inclusion is a precondition for achieving the EU 2020 strategy objectives; calls on the Member States and the local and regional public authorities, therefore, to increase their efforts now, by reinforcing their effective strategies for addressing the specific circumstances (deep poverty, lack of education and access to social services, poor health conditions, lack of civil registration documents, segregated and substandard housing, low level of employment) of marginalised communities, as an imperative in order to combat social exclusion of the Roma population and contribute to further integration within Member States; emphasises that a successful policy is a mixture of approaches taking social, economic and cultural factors into account;
