The competent authorities of the Russian Federation informed the Commission on 4 August 2009 that following inspections carried out by these authorities which confirmed these findings, the operations of the air carrier with aircraft of type YAK-42 and YAK-40 had been restricted as per decision of these authorities of 24 July 2009.

During this presentation, the carrier acknowledged that some of the aircraft such as the Yak 42 with registration mark UP-Y4210 are also operated by other carriers certified in Kazakhstan, therefore not designating clearly the entity which is responsible for the airworthiness and operation of the said aircraft.
