Recognises the serious challenges that young people in the EU face with the economic crisis; considers that participation, employment, education, non-formal education, training, mobility and the social inclusion of young Europeans are issues of strategic importance for the development of the EU and European society; insists on mainstreaming and prioritising these issues in all relevant policies and programmes financed from the EU budget, alongside the necessary increase in the financing of the concrete youth-specific instruments proposed by the Commission, such as the introduction of a youth guarantee scheme to ensure that every young person in Europe not able to find a job is offered the possibility of further education and training;

The Commission published the Green Paper on promoting the learning mobility of young people in July 2009, which launched a public consultation on a number of questions, such as: how best to boost mobility opportunities for young Europeans, what obstacles to mobility still need to be overcome and how all players involved can join forces in a new partnership for learning mobility.

Young people who want to engage in voluntary activities meet a number of difficulties. These difficulties are of different natures: lack of social protection, taxation of pocket money, refusal of visa and residence permits (this can affect voluntary activities of EU nationals in third countries and of third country nationals in EU countries but should not affect EU nationals in another EU Member State), language problems, lack of training, heavy procedures, etc.These difficulties represent real obstacles to the exercise of voluntary activities of young people and limit the access to them of a greater number of young Europeans.

Based on extensive consultation of tens of thousands of young Europeans, and in concert with the Member States, youth organisations and experts in the field, the White Paper seeks to bridge the gap between young people and active citizenship.

Today, at the instigation of Edith Cresson, the European Commission has proposed that a voluntary service programme be launched, to allow young Europeans to show solidarity by taking part in activities in other countries, in specific fields such as the fight against social exclusion, humanitarian aid, protection of the environment, and cultural activities. Drawing on the experience gained through its 1996 pilot project, which will have enabled some 2 500 young people to participate in such activities, the Commission now wishes to move into top gear: the "European voluntary service for young people" programme, covering the period 1998-2002.
Op initiatief van mevrouw Edith Cresson heeft de Europese Commissie vandaag voorgesteld een programma voor vrijwilligerswerk te lanceren, waardoor de Europese jongeren in staat worden gesteld op concrete wijze blijk te geven van hun solidariteit: bestrijding van maatschappelijke uitsluiting, humanitaire hulp, milieubescherming, cultureel werk enz.
