La dernière étude de l'Institut européen d'administration publique (IEAP) "The Institutional Impacts of EU Legislation on Local and Regional Governments, A Case Study of the 199/31/EC Landfill Waste and 2004/18/EC Public Procurement Directives", dénonce notamment le fort recours au droit indicatif: "using soft law to regulate very important aspects of the Directive is another important shortcoming: it is not possible to foresee the institutional impact of soft law” (recourir au droit indicatif pour réglementer des aspects très importants de la directive, voilà qui constitue une autre faille importante: il n'est pas possible de prévoir les incidences institutionnelles du droit indicatif).

Considérant que la période prévue pour l'exécution du programme " twinning" " Waste Management Planning" en Hongrie par le Gouvernement flamand est prolongée d'un an jusqu'au 1 octobre 2003; que cette prolongation a été confirmée par l'Union européenne; que la finalisation complète du programme requiert en outre la disponibilité supplémentaire d'un mois des membres du personnel intéressés; que par conséquent le programme doit être prolongé jusqu'au 31 octobre 2003.
Overwegende dat de voorziene periode nodig voor de uitvoering van het Twinning-programma « Waste Management Planning » in Hongarije, door de Vlaamse regering met één jaar wordt verlengd tot 1 oktober 2003; dat deze verlenging bevestigd werd door de Europese Unie; dat voor het volledig afronden van het programma daarenboven één extra maand inzet van de betrokken personeelsleden dient voorzien te worden; dat derhalve het programma dient verlengd te worden tot 31 oktober 2003.
