Expresses the hope that the increasingly serious problems raised by illegal immigration will be tackled jointly by the EU, its Member States and non-Community countries of origin and transit, with a view to eradicating criminal networks whose activities cause various forms of human suffering and benefit unscrupulous economic operators; denounces the activities of several groups which opportunistically take advantage of the situation of illegal immigrants;
12. souhaite que les problèmes de l'immigration clandestine, de plus en plus aigus, soient gérés conjointement par l'UE, ses États membres, les pays tiers d'origine et de transit, afin d'éradiquer les réseaux criminels dont l'activité est à l'origine de plusieurs drames humains et bénéficie à des opérateurs économiques sans scrupules; dénonce les pratiques de plusieurs groupes qui profitent, avec un esprit d'opportunisme, de la situation des immigrés clandestins;

16. takes note of the plan for a constitutional amendment aimed at partially lifting the restrictions on the use of the Kurdish language; hopes that this gesture will be followed by others leading to a comprehensive solution of the Kurdish problem and to constitutional provisions on cultural rights that will entitle the different cultural communities on Turkish soil to affirm their identity freely without jeopardising the unity of the country, in accordance with the spirit of the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages; urges therefore the Turkish authorities to speed up the implementation of the global strategy for economic, social and cultural development planned for the south-east region of the country dans l'esprit du dialogue et d'ouverture and to take all necessary measures to establish a lasting social peace in the area, in particular by lifting of the state of emergency in the four provinces concerned;

D. whereas the National Programme for the Adoption of the Acquis adopted by Turkey on 19 March 2001 takes up the main thrust of the priorities set out in the Accession Partnership and for the first time makes a comprehensive assessment of the potential effect of European integration on Turkey and puts forwards a wide-ranging political and economic reform programme; useful as a beginning of the vast transformation needed for the modernisation of Turkey, but unfortunately without a clear enough “road map” and timetable ;
D. overwegende dat in het op 19 maart 2001 door Turkije goedgekeurde nationaal programma voor de overname van het acquis in grote lijnen dezelfde prioriteiten worden gesteld als in het toetredingspartnerschap en voor het eerst een omvattende evaluatie wordt gemaakt van de effecten die de Europese integratie op Turkije kan hebben, en dat een programma wordt geïntroduceerd met grootscheepse politieke en economische hervormingen, dat nuttig is als aanzet voor de grootschalige veranderingen die nodig zijn voor de modernisering van Turkije, maar dat jammer genoeg geen voldoende duidelijk plan en tijdschema bevat;

In accordance with the clear intention of the Montreal Protocol, and noting the significant ozone depleting potential of methyl bromide, the European Community recognises the ultimate objective of the elimination of its emissions, on the basis of developments in scientific knowledge and taking into account technical and economic conditions.
In overeenstemming met de duidelijke intentie van het Protocol van Montreal onderschrijft de Europese Unie, gelet op het aanzienlijke ozonafbrekende vermogen van methylbromide, de uiteindelijke doelstelling van algehele beëindiging van de emissies van die stof, op basis van ontwikkelingen in de wetenschappelijke kennis en rekening houdend met technische en economische omstandigheden.
