Définition: Trouble dans lequel l'enfant, dont le langage s'est auparavant développé normalement, perd ses acquisitions de langage, à la fois sur le versant expressif et réceptif, tout en gardant une intelligence normale. La survenue du trouble s'accompagne d'anomalies paroxystiques à l'EEG et, dans la plupart des cas, de crises d'épilepsie. Le trouble apparaît habituellement entre trois et sept ans, avec perte du langage en quelques jours ou quelques semaines. La succession dans le temps, entre le début des crises épileptiques et la perte du langage, est assez variable, l'une des deux manifestations précédant l'autre (ou inversement) de quelques mois à deux ans. Ce trouble pourrait être dû à un processus encéphalitique inflammatoire. Dans environ deux tiers des cas, les sujets gardent un déficit plus ou moins important du langage (de type réceptif).
Omschrijving: Een stoornis waarin het kind, na een aanvankelijk normale voortgang in taalontwikkeling, zowel receptieve als expressieve taalvaardigheden verliest bij gelijkblijvende intelligentie; het begin van de stoornis gaat samen met paroxismale afwijkingen van het EEG en in de meeste gevallen ook met epileptische insulten. Doorgaans ligt het begin bij een leeftijd tussen drie en zeven jaar, waarbij de vaardigheden verloren gaan in een tijdsbestek van dagen of weken. Het chronologisch verband van het optreden van insulten en het taalverlies is wisselend, waarbij het één enkele maanden tot twee jaar aan het ander voorafgaat (of andersom). Een ontstekingsproces in de hersenen is gesuggereerd als een mogelijke oorzaak voor deze aandoening. Ongeveer tweederde van de patiënten blijft zitten met een min of meer ernstig receptief taaldefect.

1.Bien que les « Recommandation on Common Approaches on Environment and Officially Supported Export Credits » de l’Organisation de coopération et de développement économiques (OCDE) ne sont applicables dans le sens strict que sur les crédits à l’exportation et pas sur les investissements, l’ONDD a cependant décidé d’appliquer ces principes aux investissements.
1.Alhoewel de " Recommendation on Common Approaches on Environment and Officially Supported Export Credits" van de Organisatie voor economische samenwerking en ontwikkeling (OESO) strikt genomen enkel van toepassing is op exportkredieten en niet op investeringen, heeft ONDD beslist om deze principes toch op investeringen toe te passen.

Des études montrent que 30 à 35 % des coûts de construction sont directement liés à des dépenses inutiles lors du processus de construction ("Waste in construction projects - call for a new approach", Josephson/Saukkoriipi, Centre for Management of the Built Environment Building Economics and Management, Université technologique de Chalmers, Gothenburg, 2007).
Uit studies is gebleken dat 30 à 35% van de bouwkosten rechtstreeks verband houdt met verspilling in het bouw- en productieproces ("Waste in construction projects - call for a new approach", Josephson/Saukkoriipi, The Centre for Management of the Built Environment Building Economics and Management, Chalmers University of Technology, Gothenburg 2007). Door onnodige kosten in de bouwsector terug te dringen zouden meer renovaties kunnen worden uitgevoerd die de energie-efficiëntie van gebouwen verhogen, aangezien zulke renovaties goedkoper zouden worden voor de eindgebruiker.

Vu l'impact du processus de décision pour l'économie belge, cette problématique et surtout celle des discussions environnementales, les « OECD Common Approaches on Environment and officially supported export credits ­ revision 6 » sont suivies de près, préparées par des coordinations auxquelles participent toutes les autorités concernées, entre autres, Environnement, et défendues sur place par un réprésentant belge.
Gezien de impact van besluitvorming op het Belgisch bedrijfsleven wordt deze problematiek, en zeker deze van de milieubesprekingen, de « OECD Common Approaches on Environment and officially supported export credits ­ revision 6 » van nabij gevolgd, voorbereid door coördinaties waaraan alle betrokken overheden, waaronder Leefmilieu, deelnemen, en ter plaatse verdedigd door een Belgisch vertegenwoordiger.

2. Je puis indiquer à l'honorable membre qu'il existe un quasi-accord à l'OCDE sur l'aspect environnemental des « Common approaches on environment and officially supported export credits ».

Vu l'impact du processus de décision pour l'économie belge, cette problématique et surtout celle des discussions environnementales, les « OECD Common Approaches on Environment and officially supported export credits-revision 6 » sont suivies de près par le SPF Économie, dont un représentant assistera dès lors aux négociations en novembre 2003.
Gezien de impact van besluitvorming op het Belgisch bedrijfsleven wordt deze problematiek, en zeker deze van de milieubesprekingen, de « OECD Common Approaches on Environment and officially supported export credits-revision 6 » van nabij gevolgd door de FOD Economie. Een vertegenwoordiger van de FOD Economie zal dan ook aanwezig zijn tijdens deze besprekingen in november 2003.

Inzake de eerste vraag kan ik het geachte lid meedelen dat er een OESO-bijna-akkoord is inzake het milieuaspect inzake «Common approaches on environment and officially supported export credits».

Lors de l'évaluation d'un dossier, l'Office national du ducroire ne tient pas seulement compte des risques commerciaux, mais également de la Recommendation on Common Approaches on Environment and Officially Supported Export Credits de l'OCDE de 2003, des Safeguard Policies de la Banque mondiale et des directives de l'OCDE pour les entreprises multinationales.
Bij de beoordeling van een dossier houdt de Nationale Delcrederedienst niet alleen rekening met de commerciële risico's, maar ook met de OESO-aanbevelingen inzake milieu, de Recommendation on Common Approaches on Environment and Officially Supported Export Credits uit 2003, de beschermingsrichtlijnen of Safeguard Policies van de Wereldbank en de OESO-richtlijnen voor multinationale ondernemingen.
