Le projet Promoting children’s protection rights and addressing the problem of child soldiers de Save The Children en Birmanie, qui court sur trois ans et est doté d’un budget de 550 705 euros, vise quant à lui à développer des systèmes de protection de l’enfance au niveau des communautés et des quartiers afin que les enfants vulnérables de deux banlieues de Rangoon bénéficient d’une protection contre les abus, la négligence, les violences et l’exploitation.
Er is het project Promoting children’s protection rights and addressing the problem of child soldiers van Save The Children, dat zich afspeelt in Birma. Het is een project van drie jaar met een budget van 550 705 euro en dat kinderbeschermingssystemen op gemeenschaps- en wijkniveau wil opzetten zodat kwetsbare kinderen in twee voorsteden van Rangoon beschermd worden tegen misbruik, verwaarlozing, geweld en uitbuiting.

Pour les auteurs de la présente proposition de loi, outre les textes belges spécifiques et les conventions précitées en la matière, la prise en charge non répressive des présumées victimes de l'exploitation de la mendicité doit nécessairement s'appuyer sur l'ensemble des traités relatifs aux droits de l'homme et aux droits de l'enfant dans ce contexte, et notamment, le cas échéant, sur (a) Principes et directives concernant les droits de l'homme et la traite des êtres humains: recommandations (Haut Commissaire des Nations unies aux droits de l'homme, 20 mai 2002), (b) Guidelines for the Protection of the Rights of Children Victims of Trafficking in SEE (UNICEF, mai 2003) et sa mise à jour, Guidelines on the Protection of Child Victims of Trafficking (UNICEF, septembre 2006), (c) Décision nº 685, Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings: Addressing the Special Needs of Child Victims of Trafficking For Protection and Assistance (OSCE, 7 juillet 2005), et le (d) Rapport du Groupe d'Experts en matière de Traite des Êtres Humains (33) , (Commission européenne, Bruxelles, le 22 décembre 2004).
Volgens de indieners van dit wetsvoorstel moet de niet repressieve opvang van vermoedelijke slachtoffers van de exploitatie van bedelarij niet alleen steunen op de betreffende specifieke Belgische teksten en verdragen, maar noodzakelijkerwijze ook op alle verdragen betreffende de mensenrechten en de kinderrechten in die context, en in voorkomend geval met name op (a) Recommended Principles and Guidelines on Human Rigts and Human Trafficking (Hoge Commissaris voor de Mensenrechten van de Verenigde Naties, 20 mei 2002), (b) Guidelines for the Protection of the Rights of Children Victims of Trafficking in SEE (UNICEF, mei 2003) en de update ervan, Guidelines on the Protection of Child Victims of Trafficking (UNICEF, september 2006), (c) Decision nr. 685, Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings : Addressing the Special Needs of Child Victims of Trafficking For Protection and Assistance (OSCE, 7 juli 2005), en het (d) Verslag van de Deskundigengroep Mensenhandel (33) , (Europese Commissie, Brussel, 22 december 2004).

La présente communication, ainsi que les documents de travail des services de la Commission, intitulés respectivement «Children's Rights in External Action» et «Children in Situations of Emergency and Crisis» , qui y sont joints, veulent contribuer à la définition d’une telle stratégie à long terme en liaison avec les Lignes directrices de l’UE concernant la promotion et la protection des droits de l’enfant , adoptées par le Conseil en décembre 2007.
Met de onderhavige mededeling en de aangehechte werkdocumenten over de rechten van kinderen in het externe optreden en kinderen in nood- en crisissituaties wordt beoogd bij te dragen aan de ontwikkeling van een dergelijke langetermijnstrategie, in samenhang met de EU- richtsnoeren ter bevordering en bescherming van de rechten van het kind , die de Raad in december 2007 heeft goedgekeurd.

Le but de la présente communication, ainsi que du plan d’action Children's Right in External Action et du document de travail des services de la Commission intitulé Children in Situations of Emergency and Crisis , qui l’accompagnent, est de mettre en place le cadre d’une vaste approche de l’UE concernant la protection et la promotion des droits de l’enfant dans les pays tiers.
Het doel van deze mededeling, in combinatie met het begeleidende actieplan over de rechten van het kind in het buitenlandse beleid en het werkdocument over kinderen in nood- en crisissituaties is om een kader te scheppen voor een brede EU-aanpak inzake de bescherming en bevordering van de rechten van het kind in derde landen.
