Ce rapport plaide en faveur de la création d'un Concert de Démocraties: « While pushing for reform of the United Nations and other major global institutions, the United States should work with its friends and allies to develop a global « Concert of Democracies » — a new institution designed to strengthen security co-operation among the world's liberal democracies.

Réponse commune aux questions 1, 2 et 3: la Belgique participe activement au processus de concertation mis en place en Ouganda par le « Partners for Democracy and Governance Group » (PDG – groupe des donateurs bilatéraux occidentaux) qui s'est également penché sur cette problématique.Cette proposition de loi (de type « Private member bill ») a été présentée par quelques membres du parlement.
Antwoord op de vragen 1, 2 en 3: België neemt in Oeganda actief deel aan het overleg van de “Partners for democracy and governance Group” (PDG - of de Westerse bilaterale donorsgroep) waar onder andere ook deze problematiek werd besproken. Uit de informatie vanwege onze ambassade te Kampala blijkt dat het gaat om een wetsontwerp ingediend door enkele leden van het parlement (een zogenaamde “ private member bill”) ), dus officieel geen regeringsstandpunt.
