B. whereas the external dimension of the EU's future common policy in this area should be governed by the principle of'association'and cooperation with the countries of origin and transit of immigrants and by that of shared responsibility for managing migratory flows on the basis of dialogue and consultation between the institutions of the EU Member States and the countries of origin and transit;
