In accordance with the conclusions of the Council of 30 October, the Council has today designated the former Minister of Defence of Spain, Mr Garcia Vargas to be the EU special envoy to urge the parties to co-operate fully on the implementation of the Agreement on the Federation as well as with the EU Administration of Mostar; - promote conditions of confidence in Sarajevo so that the unification of that city in accordance with the Peace Agreement is accomplished in ways which assure the confidence, security and human rights of the Bosnian Serb population. - promote constructive Bosnian Serb participation in the central structures of Bosnia and Herzegovina established in the Peace Agreement. 13. The EU will intensify its efforts to ensure the full implementation of the Basic Agreement of the region of Eastern Slavonia, Baranja and Western Sirmium.
In overeenstemming met de conclusies van de Raad van 30 oktober heeft de Raad vandaag de heer Garcia Vargas, voormalig Minister van Defensie van Spanje, benoemd tot speciaal gezant van de EU, om er bij de partijen op aan te dringen dat zij volledig samenwerken bij de tenuitvoerlegging van het Akkoord ten aanzien van de Federatie en met het bestuur van Mostar door de EU ; - een sfeer van vertrouwen in Sarajevo te bevorderen, zodat de eenmaking van deze stad in overeenstemming met het vredesakkoord tot stand wordt gebracht op een wijze die het vertrouwen, de veiligheid en de naleving van de mensen- rechten van de Bosnisch-Servische bevolking waarborgt ; - constructieve deelneming van de Bosnische Serviërs in de bij het vredesakkoord ingestelde centrale structuren van Bosnië en Herzegovina te bevorderen. 13. De EU zal haar inspanningen intensiveren om de volledige tenuitvoerlegging van het basisakkoord over de regio Oost-Slavonië, Baranja en West-Sirmium te bewerk- stelligen.

It stresses in this context that its support for reconstruction and the development of longer term relations between the countries of the region and the EU will be subject to the satisfactory implementation of these conditions, including notably respect for human rights, minority rights and the right to return of all refugees and displaced persons as well as of the conditions to ensure the regional economic and political co-operation essential to secure the objectives of the EU's assistance and co- operation policies.
De EU zal alles in het werk stellen om de tenuitvoerlegging van deze verbintenis te waarborgen. Zij benadrukt in deze context dat haar steun voor de wederopbouw en de ontwikkeling van de betrekkingen op lange termijn tussen de landen van de regio en de EU afhankelijk is van een bevredigende tenuitvoerlegging van deze voorwaarden, met inbegrip van met name de mensenrechten, de rechten van minderheden en het recht op terugkeer van alle vluchtelingen en ontheemden, en van de voorwaarden die nodig zijn om te zorgen voor een regionale economische en politieke samenwerking, die essentieel is om de doelstellingen van het steun- en samenwerkingsbeleid van de EU zeker te verwezenlijken.
