Le fait que la Cour de justice puisse tenir compte, dans son appréciation, de la situation particulière de régions bénéficiant d'une autonomie constitutionnelle (voir K. LENAERTS et N. CAMBIEN, "Regions and the European Courts: Giving Shape to the Regional Dimension of Member States", European Law Review 2010, 609-635) ne signifie pas pour autant que l'on puisse tout simplement ignorer la sélectivité éventuelle précitée de la mesure d'aide en projet, des lors que ce sont surtout les effets réels de la mesure qui influencent cette appréciation.
Het gegeven dat het Hof van Justitie in zijn beoordeling rekening kan houden met de bijzondere situatie van regio's met constitutionele autonomie (zie K. LENAERTS en N. CAMBIEN, "Regions and the European Courts: Giving Shape to the Regional Dimension of Member States", European Law Review 2010, 609-635), betekent nog niet dat zonder meer voorbij kan worden gegaan aan de zo-even geschetste mogelijke selectiviteit van de ontworpen steunmaatregel, aangezien vooral de feitelijke effecten van de maatregel bij die beoordeling doorwegen.

In respect of my own region I would very emphatically call upon the regional government – not one blessed with much initiative or with funds given how much it wastes on its top-heavy administration and needless cross-border bodies – to exert itself to draw down this EU funding, and thereby give our excellent local produce the best chance in the marketplace.
Wat betreft mijn eigen regio roep ik de regionale regering nadrukkelijk op haar best te doen deze EU-financiering binnen te halen, zodat onze uitstekende lokale producten zo goed mogelijk op de markt worden gepositioneerd (onze regering toont doorgaans weinig initiatief en heeft maar weinig financiële middelen, omdat zij veel geld verspilt aan haar topzware ambtenarij en onnodige grensoverschrijdende organen).

25. souligne l'importance d'initiatives telles que la Southeast European Legal Development Initiative, ou SELDI (Initiative en faveur du développement juridique en Europe du Sud-Est), du Centre for the Study of Democracy, ou CSD (Centre de recherches sur la démocratie) en Bulgarie, et l'International Development Law Institute, ou IDLI (Institut international de droit du développement), de Rome, pour leur contribution à l'évolution juridique dans la région en vue de favoriser le bon gouvernement, de renforcer le système judiciaire et de lutter contre la corruption; demande à la Commission européenne de soutenir ces initiatives;
25. wijst op het belang van initiatieven als het Southeast European Legal Development Initiative (SELDI) van het Centre for the Study of Democracy (CSD) in Bulgarije en het International Development Law Institute (IDLI) in Rome als bijdrage aan juridische ontwikkelingen in de regio die goed bestuur, versterking van het gerechtelijk apparaat en bestrijding van corruptie bevorderen; dringt er bij de Europese Commissie op aan dergelijke initiatieven te ondersteunen;

16. takes note of the plan for a constitutional amendment aimed at partially lifting the restrictions on the use of the Kurdish language; hopes that this gesture will be followed by others leading to a comprehensive solution of the Kurdish problem and to constitutional provisions on cultural rights that will entitle the different cultural communities on Turkish soil to affirm their identity freely without jeopardising the unity of the country, in accordance with the spirit of the Framework Convention for the Protection of National Minorities and the European Charter for Regional or Minority Languages; urges therefore the Turkish authorities to speed up the implementation of the global strategy for economic, social and cultural development planned for the south-east region of the country dans l'esprit du dialogue et d'ouverture and to take all necessary measures to establish a lasting social peace in the area, in particular by lifting of the state of emergency in the four provinces concerned;
16. neemt nota van de voorgenomen grondwetswijziging tot gedeeltelijke afschaffing van de beperkingen op het gebruik van de Koerdische taal; hoopt dat dit gebaar wordt gevolgd door andere die resulteren in een algemene oplossing van het Koerdenvraagstuk en in grondwetsbepalingen inzake culturele rechten die de diverse culturele gemeenschappen in Turkije in staat zullen stellen om vrijelijk voor hun identiteit uit te komen zonder de eenheid van het land in gevaar te brengen, overeenkomstig de geest van het Kaderverdrag voor de bescherming van nationale minderheden en het Europees Handvest van regionale of minderheidstalen; dringt er bij de Turkse autoriteiten op aan meer vaart te zetten achter de invoering van de voorgenomen alomvattende strategie voor de economische, sociale en culturele ontwikkeling van het zuidoostelijke deel van het land in een geest van dialoog en openheid, en alle nodige maatregelen te nemen om een duurzame sociale vrede te vestigen in deze regio, waartoe ondermeer de opheffing is vereist van de noodtoestand in de vier betrokken provincies;
