The specific objective is to develop and improve the capacities and the possibilities of the final beneficiaries to migrate to Italy legally and in safety. MESURE - Migrations en Securité aims at, in particular, to support the efforts made by the Tunisian authorities to improve the management of migration flows towards Italy through the identification and development of strategies in Tunisia which, on the one hand, discourage illegal migration and, on the other, encourage legal migration from the Maghreb region.

Ces recommandations, qui englobent des questions telles que la gouvernance et la gestion, la structure des études universitaires, l'assurance de la qualité, ainsi que la coopération internationale, ont été élaborées en vue de leur examen par les ministres européens de l'enseignement supérieur, présents à Bucarest du 18 au 20 juin 2000, à l'occasion de la quatrième conférence des ministres européens de l'éducation.
