September 2000 vorgelegt werden sollte; rügt die zuständigen Stellen im Parlament, dass die festgesetzten Fristen nicht eingehalten wurden, und fordert nachdrücklich, dass die Studie spätestens bis 31. Mai 2001 vorgelegt werden sollte;
