Calls on host countries to improve the living and working conditions of immigrants, to ensure that they are accorded equal treatment, freedom of movement and labour mobility, to make it easier for them to reunify their families and preserve their cultural identities, and to facilitate the granting of visas with a view to encouraging legal migration and the movement of persons between the two sides of the Mediterranean;
3. demande aux pays d'accueil d'améliorer les conditions de vie et de travail des immigrés, de leur assurer l'égalité de traitement, la liberté de circulation et la mobilité de l'emploi, de leur faciliter le regroupement familial et la préservation de leur identité culturelle. De plus, les pays d'accueil sont appelés à faciliter l'octroi des visas afin d'encourager la migration légale et la circulation des personnes entre les deux rives de la Méditerranée;

13. Recommends that the countries of origin and transit step up their efforts to combat illegal migratory flows and introduce more effective means of doing so; in this connection considers it essential, in a spirit of partnership and shared responsibility, for such countries to enhance their capacity to combat trafficking in human beings by improving border control arrangements and fulfilling their obligations as regards the readmission of illegal immigrants who are their nationals; stresses, in this connection, the importance of stepping up the financial resources made available by the European Union to enable this to be done;
13. recommande aux pays d'origine ou de transit de redoubler d'efforts pour mettre en oeuvre des moyens plus efficaces de lutte contre les flux migratoires illégaux; à cet égard, estime indispensable que, dans un esprit de partenariat et de co-responsabilité, ces pays renforcent leur capacité de lutte contre la traite des êtres humains en améliorant la gestion du contrôle des frontières et en assumant leurs obligations en matière de réadmission des nationaux immigrants clandestins.
