Endorses the idea of an EU-MPC initiative aimed at curbing as far as possible the « brain drain » from the MPCs and promoting investment, joint projects and the transfer of new technologies to the MPCs, with a view to fostering the spread of an entrepreneurial culture in countries of origin and creating the conditions required to make the return of qualified emigrants a viable proposition;
9. soutient l'idée d'une initiative UE-PPM visant à empêcher, autant que possible, « la fuite des cerveaux » de ces derniers pays et à encourager les investissements, les projets communs et le transfert des nouvelles technologies vers les PPM afin de favoriser l'expansion d'une culture entrepreneuriale dans les pays d'origine et d'établir les conditions nécessaires pour rendre viable le retour des émigrés qualifiés;
