In navolging hiervan stelde de Raad van ministers van diezelfde Raad een uitgebreider document op, Recommendation no. R (99) 3 of the Committe of ministers tot member states on the harmonisation of medico-legal autopsy rules (aangenomen op 2 februari 1999).

Having worked as a management consultant at KPMG (Estonia and London) between 1993-1995 he became chairman of the board of the IT company Meediamaa Ltd (1995-1998) and chairman of the supervisory board of Netexpress Ltd (1998-1999) before becoming member of the board of directors and head of the Multimedia Department of Levicom Ltd. He was also an advisor to the prime minister of Estonia (1999-2001).

1. Any amendment to the Articles of this Convention proposed by a Contracting Party or the Committee of Ministers shall be communicated to the Secretary General of the Council of Europe and forwarded by him at least two months before the meeting of the Standing Committee to the Member States of the Council of Europe, to any signatory, to any Contracting Party, to any State invited to sign this Convention in accordance with the provisions of Article 19 and to any State invited to accede to it in accordance with the provisions of Article 20.

Enhver ændring af denne konventions artikler, som foreslås af en kontraherende part eller af ministerudvalget, skal meddeles til Europarådets generalsekretær og af denne, mindst to måneder inden Det stående Udvalgs møde, fremsendes til Europarådets medlemsstater, til alle signatarstater, til alle kontraherende parter, til alle stater, som er indbudt til at undertegne denne konvention i overensstemmelse med bestemmelserne i artikel 19 og til alle stater, som i overensstemmelse med bestemmelserne i artikel 20 er indbudt til at tiltræde den.
