Le volet du programme consacré au mécanisme de surveillance est une réponse concrète à la résolution 1612 du Conseil de sécurité des Nations unies qui demande "to establish a monitoring and reporting mechanism (MRM), managed by country-based task forces co-led by UNICEF and the highest UN representative in the country, to provide timely and reliable information on six grave children's rights violations: a) Killing or maiming of children; b) Recruitment or use of children by armed forces or armed groups; c) Attacks on schools or hospitals; d) Rape or other sexual violence against children; e) Abduction of children; f) Denial of humanitarian access to children". La Belgique répartit les moyens alloués entre deux types d'intervention: - soutien à des mécanismes de surveillance efficaces et mise en oeuvre de plans d'action en RCA, Somalie, RDC, aux Philippines, au Myanmar et au Soudan du Sud; - appui au siège de l'Unicef pour la mise en place effective à tous les niveaux du MRM.

D’autre part, un montant de 3 990 000 euros a été engagé au profit de l’UNICEF dans le cadre du “Mécanisme de surveillance et de communication de l'information” (MRM - Monitoring and Reporting Mechanism) qui a été mis en place dans le cadre des résolutions 1612, 1882 et 1888 du Conseil de sécurité.

The expected results are (i) definition and implementation of an information and communication strategy on the legal conditions for migration and the prevention of irregular migration, (ii) putting in place a mechanism for welcoming, orientating and accompanying potential migrants (iii) putting in place a service for welcoming, orientating and accompanying returnees (iv) productively using the human, financial and technical capital lof the diaspora (v) knowledge and analysis of the migratory flows of relevance to Mali (vi) coordination of the various hierarchical structures so that they can properly steer the above-mentioned components.

Aux fins de la mise en place de ce système d’échange d’informations, le groupe «Désarmement global et maîtrise des armements» et le SitCen collaborent avec l’Institut international de recherche sur la paix de Stockholm (SIPRI) et son «Countering Illicit Trafficking-Mechanism Assessment Project» (CIT-MAP) (lutte contre le trafic illicite — projet d’évaluation du mécanisme).
Voor het verwezenlijken van zo’n systeem van informatie-uitwisseling hebben CODUN en SitCen samengewerkt met het Internationaal Instituut voor Vredesonderzoek van Stockholm (SIPRI) en het project van dit instituut, Bestrijding van illegale handel — Mechanismebeoordeling (Countering Illicit Trafficking — Mechanism Assessment Project (CIT — MAP)).

Finalement, la politique européenne de l’environnement pourrait aider à développer une capacité pour valoriser des projets efficaces mis en place dans ces pays au travers des mécanismes du changement climatique comme les mécanismes de développement propre (Clean Development Mechanism).
Ten slotte dient het Europese milieubeleid te helpen de capaciteit te ontwikkelen om te profiteren van efficiëntieprojecten die in deze landen zijn uitgevoerd door middel van de mechanismen met betrekking tot klimaatverandering, zoals het CDM (mechanisme voor schone ontwikkeling).
