3.1. Contrairement à l'article 2, paragraphe 1, de la convention qui fait mention des « impôts (...) perçus pour le compte d'un État contractant, de ses subdivisions politiques ou de ses collectivités locales » (dans la version anglaise qui fait foi: « taxes (...) imposed on behalf of a Contracting State or of its political subdivisions or local authorities »), l'article 26, paragraphe 1, de la convention fait état des « impôts (...) perçus par ou pour le compte des États contractants » (texte anglais: « taxes (...) imposed by or on behalf of the Contracting States »), sans mentionner les subdivisions politiques ou les collectivités locales.
3.1. Anders dan in artikel 2, paragraaf 1, van het verdrag waar wordt verwezen naar « belastingen (...) die (...) worden geheven ten behoeve van een overeenkomstsluitende Staat of de staatkundige onderdelen of plaatselijke gemeenschappen daarvan » (in de authentieke Engelse versie : « taxes (...) imposed on behalf of a Contracting State or of its political subdivisions or local authorities »), is in artikel 26, paragraaf 1, van het verdrag sprake van « belastingen (...) geheven door of ten behoeve van de overeenkomstsluitende Staten » (Engelse tekst : « taxes (...) imposed by or on behalf of the Contracting States »), zonder dat melding wordt gemaakt van de staatkundige onderdelen of plaatselijke gemeenschappen.

As stated in the June 2003 conclusions of the European Council (Greek Presidency), and following the war, the adoption of UNSC Resolution 1483 demonstrates a new spirit of co-operation within the international community and provides the basis for effective international support for Iraq's political transition as the international community is facing the emergency of actively supporting the restoration of political authority in the failed state of Iraq - where increased insecurity, acts of terrorism and violations of human rihgts have been constant over the last months, leaving behind thousands of casualties, both military and civilians- and of fostering economic and social prosperity in a deliquescent Iraqi society.
