Wanneer een communautaire instelling of een communautair orgaan een verzoek om toegang tot milieu-informatie ontvangt en deze informatie niet bij die communautaire instelling of dat communautair orgaan berust noch te haren/zijnen behoeve wordt bijgehouden, stelt zij/het de aanvrager zo snel mogelijk, of uiterlijk binnen 15 werkdagen, in kennis van de communautaire instelling of het communautaire orgaan of de overheidsinstantie als omschreven in Richtlijn 2003/4/EG waarbij volgens haar/hem de gevraagde informatie kan worden opgevraagd, of stuurt zij/het het verzoek door aan de betrokken communautaire instelling of het betrokken communautaire orgaan of overheidsinstantie en stelt zij de aanvrager hiervan in kennis.
