La Commission a cofinancé ce projet en 2006-2007 par l’intermédiaire du projet 2005 151 «Indicators of quality of health care» et en 2009-2011 par l’intermédiaire du projet 2009 53 02«European edition of Health at a Glance and Health Care Quality Indicators: moving to the next level — HealthData».

Cette action conjointe devrait s’appuyer sur les projets de recherche et d’innovation ci-après, encourager leur prise en compte dans la pratique clinique et exploiter leurs résultats et réalisations: «Clinical decision making and outcome in routine care for people with severe mental illness» (CEDAR) (34), «Children of Prisoners, Interventions Mitigations to Strengthen Mental Health» (COPING) (35), «European Network of Bipolar Research Expert Centres» (ENBREC), «Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation» (MentDis_ICF65+) (36), «Financing systems’ effects on the Quality of Mental health care in Europe» (REFINEMENT), «A Roadmap for Mental Health Research in Europe» (ROAMER), «Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours» (SEYLE) (37), «Tailored implementation for chronic diseases» (TICD) et «Work Together to Stop Truancy Among Youth» (WE-STAY).

Le deuxième volet poursuivra les travaux sur les indicateurs de sécurité des patients entrepris par la Commission et l’OCDE dans le cadre du projet de l’OCDE sur les indicateurs de la qualité des soins de santé (Health Care Quality Indicators (58)) lancé en 2010.
Met het tweede werkpakket wordt voortgebouwd op het werk inzake patiëntveiligheidsindicatoren dat de Commissie en de OESO hebben verricht in het kader van het in 2010 gestarte OESO-project „Health Care Quality Indicators” (58).

Donnant suite à cette volonté, le présent propose que les domaines thématiques dans le 6e programme-cadre soient les suivants: 1.1.1 Life sciences for health and safety (1.1.1a Genomics and biotechnology for global health and welfare, and 1.1.1b The major diseases); 1.1.2 Information Society Technologies; 1.1.3 Nanotechnologies and new processes of production of advanced materials; 1.1.4 Aeronautics and space; 1.1.5 Food quality, safety and health risks and health improvement; 1.1.6 Energy, sustainable development, biodiversity and global change (1.1.6a Energy, 1.1.6b Sustainable Development and Global Change, and 1.1.6c Transport); 1.1.7 Citizens, democracy, social and political institutions; 1.1.8 Anticipating the EU's scientific and technological needs.
Teneinde aan deze wil gevolg te geven, stelt uw rapporteur derhalve voor de thematische gebieden van het zesde kaderprogramma als volgt te definiëren: 1.1.1 Biowetenschappen voor gezondheid en veiligheid (1.1.1 bis Genomica en biotechnologie voor gezondheid en welzijn in de gehele wereld, en 1.1.1 ter De zwaarste ziekten); 1.1.2 Technologieën voor de informatiemaatschappij; 1.1.3 Nanotechnologieën en nieuwe productieprocédés voor geavanceerde materialen; 1.1.4 Lucht- en ruimtevaart; 1.1.5 Voedselkwaliteit, risico's voor veiligheid en gezondheid en verbetering van de gezondheid; 1.1.6 Energie, duurzame ontwikkeling, biodiversiteit en veranderingen in het aardsysteem (1.1.6.a) Energie, 1.1.6.b) Duurzame ontwikkeling en veranderingen in het aardsysteem, en 1.1.6.c) Vervoer); 1.1.7 Burgers, democratie, maatschappelijke en politieke instellingen, en 1.1.8 Anticiperen op de wetenschappelijke en technologische behoeften van de EU.

En effet, la coordination des soins est considérée comme l'un des aspects prioritaires à améliorer et ce, tant par l'Institut américain pour la médecine que par l'Agence américaine Health Care Research and Quality.
