Le rapport publié sous la présidence néerlandaise et intitulé «Rethinking the European ICT Agenda» (Repenser l’agenda européen des TIC) définit comme l’un de ses objectifs principaux dans le cadre de la société de l’information l’évolution d’une approche fondée sur l’accès pour tous aux outils informatiques vers une approche privilégiant l’acquisition des aptitudes requises par tous.
In het tijdens het Nederlandse voorzitterschap gepubliceerde rapport "Rethinking the European ICT Agenda" ("Nieuwe ideeën voor de Europese agenda op het gebied van informatie- en communicatietechnologie") wordt als een van de hoofddoelstellingen met betrekking tot de totstandbrenging van de informatiemaatschappij de omschakeling genoemd van de denktrant dat iedereen toegang tot technologie moet krijgen naar de denktrant dat iedereen over de nodige kennis en vaardigheden moet beschikken.

Furthermore, the European Union will actively pursue: a) the adoption of a resolution on Nigeria at the 50th United Nations General Assembly; and b) the inclusion of the situation in Nigeria on the agenda of the Commission on Human Rights. 3. This Common Position will be monitored by the Council, to which the Presidency and the Commission will regularly report.

Voorts zal de Europese Unie zich actief inzetten voor : a) aanneming van een resolutie over Nigeria op de 50e Algemene Vergadering van de Verenigde Naties ; b) opneming van de situatie in Nigeria op de agenda van de Commissie voor de Rechten van de Mens. 3. Op de tenuitvoerlegging van dit gemeenschappelijk standpunt zal toezicht worden gehouden door de Raad, bij wie het Voorzitterschap en de Commissie op gezette tijden verslag zullen uitbrengen.
