Cette stratégie, qui sera mise en oeuvre par cycles successifs et de manière progressive, sera appelée «stratégie SCALE» car elle est fondée sur la science, axée sur les enfants, a pour objet d'améliorer la prise de conscience, utilise des instruments juridiques et prévoit une évaluation permanente, soit, en anglais: «based on Science, focuses on Children, aimes at Raising Awareness, uses Legal instruments and includes constant Evaluation».
De strategie zal in cycli worden uitgevoerd, zal stapsgewijs qua toepassingsgebied zijn en zal bekend staan als het "SCALE-initiatief", aangezien zij is gebaseerd op wetenschap (Science), waarbij de nadruk ligt op kinderen (Children), leidt tot meer bewustwording (Awareness) en rechtsinstrumenten (Legal instruments) gebruikt terwijl er sprake is van permanente Evaluatie.
