Dit is een tautologie die wellicht enigszins lachwekkend zou zijn als zij geen deel uitmaakte van een wettekst waarmee onze grondrechten worden geschonden. Het is dan ook betreurenswaardig dat het voorstel van het Comité I niet werd gevolgd (L.
