Boutros Ghali prétend cependant qu'il n'était pas d'accord sur la décision belge : « I voiced my disagreement and asked that the Belgian troops at least leave their heavy weapons in Rwanda so they could be used by other UNAMIR contingents» (introduction du secrétaire général des Nations unies M.
