Es enthält zahlreiche Schlupflöcher und Unklarheiten, die im Gemischten Rückübernahmeausschuss, geklärt werden könnten, in dem das Europäische Parlament leider kein Mitspracherecht hat, obwohl dies angesichts seiner neuen Befugnisse völlig legitim wäre.
