NIMMT den Abschlussbericht der vom VN-Generalsekretär eingesetzten Beratenden Gruppe zur Klimaschutzfinanzierung (AGF) ZUR KENNTNIS; ERINNERT DARAN, dass er die Kommission und den WFA/AWP ersucht hat, ihre Arbeiten auf der Grundlage des Berichts der Beratenden Gruppe (AGF) zur Klimaschutzfinanzierung fortzusetzen; NIMMT das Arbeitsdokument der Kommissionsdienststellen über die Aufstockung der internationalen Finanzmittel für den Klimaschutz nach 2012 ZUR KENNTNIS; STIMMT dem generellen Fazit ZU, wonach es zwar eine Herausforderung darstellt, aber möglich ist, dass die Industrieländer ihre Zusage einhalten, im Zusammenhang mit effektiven Minde­rungsmaßnahmen und deren transparenter Umsetzung bis 2020 jährlich gemeinsam 100 Mrd. USD aufzubringen, um verstärkte Maßnahmen zur Emissionsminderung – ein­schließlich der Bereitstellung substanzieller Finanzmittel zur Reduzierung der Emissionen aus Entwaldung und Waldschädigung (REDD+) –, Anpassungsmaßnahmen und Maß­nahmen mit Blick auf technologische Entwicklung, Technologietransfer und Kapazitäten­aufbau zu ermöglichen und zu unterstützen, und RUFT den derzeitigen und den kommen­den Vorsitz der Konferenz der Vertragsparteien (COP) AUF sicherzustellen, dass die Schlussfolgerungen der Beratenden Gruppe (AGF) sowie andere einschlägige Berichte im Rahmen des UNFCCC‑Prozesses erörtert werden, und bemüht sich um Einigung über einen Prozess, mit dem die Schlussfolgerungen und Empfehlungen auf offene und trans­parente Weise vorangebracht werden, damit auf der COP 17 Fortschritte erzielt werden können;

The note summarises the status of negotiations after the Bali meeting (COP 13/CMP 3) of December 2007, and presents the issues at stake for building the elements of a future climate agreement: on mitigation the specification of "measurable, reportable and verifiable nationally appropriate mitigation commitments or actions" for developed countries (most likely continuing the emission reduction targets under the Kyoto Protocol); . on adaption, the difficult issue is to define exactly which adaptation activities should be supported by the international system and how developing countries would be able to apply for support; on technology, a comprehensive framework for technology transfer has been decided and ways to assess the effectiveness of technology transfer are being developed; on finance, the challenge is to create a constant flow of financial resources, substantially larger than the currently available funds, and independent of government budgets.
