Gezien de ligging van Mecklenburg-Vorpommern aan de noordoostelijke buitengrens van de EU zijn de zwaartepunten voor stimulering in het kader van het INTERREG-II-programma afgestemd op de maatregelen van het indicatieve meerjarenprogramma van PHARE Cross Border Co-operation aan Poolse zijde.
Angesichts der geographischen Lage Mecklenburg-Vorpommerns an der nordöstlichen Außengrenze der EU wurden die Förderschwerpunkte des INTERREG- II-Programms mit den Maßnahmen des mehrjärigen indikativen PHARE Cross Border Co-operation Programms auf polnischer Seite abgestimmt.
