De plenaire slotbijeenkomst op 8 december 2003 werd bijgewoond door de ministers van Volksgezondheid van de huidige en toekomstige lidstaten, John Bowis, lid van het Europees Parlement en commissaris David Byrne, alsmede maatschappelijke organisaties die aan het denkproces hebben deelgenomen (Association Internationale de la Mutualité/AIM, Standing Committee of the Hospitals of the EU/HOPE, European Health Management Association/EHMA, Europees Patiëntenforum/EPF, European Social Insurance Partners/ESIP, Standing Committee of European Doctors/CPME).
An der abschließenden Plenarsitzung, die am 8. Dezember 2003 stattfand, nahmen die Gesundheitsminister der derzeitigen und der künftigen Mitgliedstaaten, das Mitglied des Europäischen Parlaments John Bowis und Kommissar David Byrne sowie Vertreter der Zivilgesellschaft teil, die bereits am Reflexionsprozess mitgewirkt hatten (l'Association Internationale de la Mutualité/AIM, Standing Committee of the Hospitals of the EU/HOPE, European Health Management Association/EHMA, European Patients Forum/EPF, European Social Insurance Partners/ESIP, Standing Committee of European Doctors (CPME).
