The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16. , where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.

The Commission envisages to ask the European standards organisations to make a systematic assessment of necessary future standardisation in support of the regulatory framework; intends to evaluate the need to legislate at European level to achieve the control of satellite-derived dat a dissemination or other harmonisation of legislation; further encourage the move to a flexible, market based approach for spectrum allocation and to encourage pan-EU approaches to spectrum use ; and to discuss with Member States and international partners how export control regulations can be better streamlined.

Daarbij moet o.a. ook worden gelet op de bevindingen van de IAEA-missie naar Bulgarije, die is gepland voor de periode van 24 t/m 28 juni 2002, en met de standpunten van de WENRA (Western European Nuclear Regulatory Authority) alvorens een besluit wordt genomen.
Bevor eine Entscheidung getroffen wird, sind beispielsweise sind auch die Ergebnisse der für den 24.–28. Juni 2002 geplanten IAEA-Mission in Bulgarien sowie die Position der WENRA (Western European Nuclear Regulatory Authority) zu berücksichtigen.
