Es enthält zahlreiche Schlupflöcher und Unklarheiten, die im Gemischten Rückübernahmeausschuss, geklärt werden könnten, in dem das Europäische Parlament leider kein Mitspracherecht hat, obwohl dies angesichts seiner neuen Befugnisse völlig legitim wäre. In Anbetracht der Erfahrungen mit der INTAS ("International Association for the promotion of cooperation with scientists from the New Independent States of the Former Soviet Union") bei der Zusammenarbeit mit den Staaten Osteuropas und Zentralasiens wird diese Vereinigung aufrechterhalten.
