Believes that everyone, including providers of online audiovisual media platforms and user interfaces, should be subject to the AVMS Directive as far as it concerns an audiovisual media service; underlines the importance of rules aimed at enhancing the findability of legal content and information in order to strengthen media freedom, pluralism and independent research, and to guarantee the non-discrimination principle, safeguarding linguistic and cultural diversity; stresses that to ensure the idea of findability of audiovisual content of public interest, the Member States can introduce specific rules that aim to preserve cultural and linguistic diversity and the variety of information, opinions and media, the protection of children, young people or minorities and the protection of consumers in general; calls for measures to ensure that audiovisual media services are made accessible to vulnerable people; urges the Commission to stimulate the legal offer of audiovisual media content by favouring independent European works;

Emphasises the critical importance of a professional, independent and pluralist public service broadcaster and private media as a cornerstone of democracy; is concerned about the lack of genuine media independence and the lack of transparency of media ownership and financing; encourages Albania to ensure a free working environment for journalists; stresses that further efforts are needed to guarantee the independence of the media regulatory authority and of the public broadcaster; is concerned about the lack of transparency of media ownership and financing, media polarisation and self-censorship; calls for a strengthening of the professional and ethical standards of journalists; urges proper implementation of defamation legislation; notes that the election of the new chair and board members of the Audiovisual Media Authority (AMA) has been called into question by the opposition; encourages the government to guarantee its independence and support, so that the AMA can take up its functions fully, including as regards facilitating the digital switchover process and the efficient implementation of the Audiovisual Media Law;

Repeats its call on the Commission to review and amend the Audiovisual Media Services Directive (AVMSD) and extend its scope to minimum standards for the respect, protection and promotion of the fundamental right to freedom of expression and information, media freedom and pluralism, and to ensure the full application of the Charter of Fundamental Rights, of the ECHR and of the related jurisprudence on positive obligations in the field of media, since the directive’s objective is to create an area without internal frontiers for audiovisual media services whilst ensuring at the same time a high level of protection of objectives of general interest, such as putting in place an appropriate legislative and administrative framework to guarantee effective pluralism‘; consequently, calls on the Commission to review and amend the AVMSD in order to ensure - as happens for and on the basis of the model of regulatory authorities in the framework of electronic communications - that the national regulatory authorities are fully independent, impartial and transparent as regards their decision-making processes, the exercise of their duties and powers and the monitoring process, effectively funded to carry out their activities, and have appropriate sanctioning powers to ensure that their decisions are implemented; in the framework of this review, calls on the Commission to institutionalise EU-level cooperation and coordination on the media, for instance by establishing a European regulators’ group for audiovisual media services, and to streamline and strengthen the status and role of the national regulatory authorities provided for in Articles 29 and 30 of the AVMSD;

Commission initiatives such as MEDIA 2007 (Decision No 1718/2006/EC of the European Parliament and of the Council of 15 November 2006 concerning the implementation of a programme of support for the European audiovisual sector (MEDIA 2007) (7)) and the Audio Visual Media Service Directive (Directive 2007/65/EC of the European Parliament and of the Council of 11 December 2007 amending Council Directive 89/552/EEC on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities (8)) which aim at reinforcing the competitiveness of European audiovisual and content industry, would contribute to media literacy.

Krachtens artikel 4, lid 1 van Besluit 2005/56/EG van de Commissie (2) is het Uitvoerend Agentschap Onderwijs, audiovisuele media en cultuur (hierna het „agentschap” genoemd) het beheer toevertrouwd van communautaire programma’s op het gebied van onderwijs, audiovisuele media en cultuur, en in het bijzonder met het beheer van het programma ter ondersteuning van de Europese audiovisuele sector (MEDIA 2007) (2007-2013), zoals bepaald in Besluit nr. 1718/2006/EG van het Parlement en de Raad (3), het programma ter aanmoediging van de ontwikkeling van Europese audiovisuele werken (Media Plus — Ontwikkeling, distributie en promotie) (2001-2006), zoals bepaald in Besluit 2000/821/EG van de Raad (4), en het opleidingsprogramma voor vakmensen van de Europese audiovisueleprogramma-industrie (Media-opleiding) (2001-2006), zoals bepaald in Besluit nr. 163/2001/EG van het Europees Parlement en de Raad (5).
Under Article 4(1) of Commission Decision 2005/56/EC (2), the Education, Audiovisual and Culture Executive Agency (hereinafter referred to as the Agency) has been entrusted with the management of certain strands of Community programmes in the fields of education, audiovisual and culture, and in particular with the management of the support programme for the European audiovisual sector MEDIA 2007 (2007-13), established by Decision No 1718/2006/EC of the Parliament and of the Council (3), the programme to encourage the development of European audiovisual works, MEDIA Plus — Development, Distribution and Promotion (2001-06), established by Council Decision 2000/821/EC (4), and with the training programme for professionals of the European audiovisual programme industry MEDIA-Training (2001-06), established by Decision No 163/2001/EC of the European Parliament and of the Council (5).
