7. roept de EU ertoe op alle noodzakelijke stappen te ondernemen ter bevordering van de universele toepassing van het Verdrag van Ottawa van 1997 en de Conventie inzake bepaalde conventionele wapens van 1980, in het bijzonder in de lidstaten, de kandidaat-lidstaten en derde landen, met name de ACS-landen en de Verenigde Staten; dringt er bij deze landen op aan deze verdragen te ondertekenen, te ratificeren en ten uitvoer te leggen;
7. Calls on the EU to take all necessary steps to promote the universalisation of the 1997 Ottawa Treaty and the 1980 Convention on Conventional Weapons, in particular towards EU Member States, applicant countries and third countries, especially the ACP countries and the USA; urges these states to sign, ratify and implement these treaties;

Het gaat hierbij om de geassocieerde landen in Midden- en Oost-Europa, Cyprus en Malta, de landen in het Middellandse Zeegebied, de ontwikkelingslanden die via de ACS-Conventie (Afrika, Caribisch gebied, Stille Oceaan) met de Unie zijn geassocieerd, de landen in Latijns Amerika waarmee de Unie samenwerkingsovereenkomsten heeft gesloten en de andere derde landen zoals de als gevolg van de ontbinding van de Sowjet-Unie ontstane onafhankelijke staten, Zuid-Afrika en de republieken die vroeger deel uitmaakten van Joegoslavië (Slovenië, Kroatië, Joegoslavië en Macedonië).
The countries concerned are the associated countries of Central and Eastern Europe, Cyprus and Malta, the Mediterranean countries, the developing countries linked to the European Union through the ACP Convention (African, Caribbean and Pacific states), the countries of Asia and Latin America with which the EU has signed cooperation agreements, and other third countries such as the New Independent States of the former Soviet Union, South Africa and the republics of the former Yugoslavia (Slovenia, Croatia, Yugoslavia, Macedonia).
